Scheduling/Coordination
OGI understands the uniqueness of each organization and provides essential information, coordination, and communications required between military, government, and private organizations. Otay Group has over 40 years of combined experience working with Army Corps of Engineers, Customs and Border Protection, Department of Homeland Security, Joint Task Force- North (US Northern Command), and both Army and Air National Guard units throughout the United States. The right-units at the right time are essential to successful management and development of border infrastructure engineering projects. It is critical that schedules reflect accurate forecasting between projects, construction timelines, and the unit type, size, and skill sets. Coordinating these items correctly can be the difference between completing construction on time, partial completion, and not completing the project at all. Synchronizing the coordination between agencies is another critical aspect, which if not done efficiently, can ultimately send construction costs and mission timelines spiraling out of control.

We have unique experience in balancing time, personnel, equipment, and materials that are required to construct and complete engineering projects on the Southwest Border integrating private and military engineering. The founders of OGI lead the California Border Infrastructure development by accurately scheduling and coordinating construction with hundreds of National Guard and Active Duty units, totaling tens of thousands of soldiers, to complete what can be seen in California today. Our timelines can be used to accurately forecast completion dates and material requirements. Otay Group's experienced professionals are experts in forecasting timelines for both military and civilian contractor production rates. This invaluable information gives you, the client, the necessary information to make accurate operational decisions with confidence. Cost Estimation |
| Cost estimates for future and current projects to accurately forecast budgets and to resource materials and equipment effectively. This service includes bill-of-material (BOM) forecasts and equipment cost estimations. OGI understands the differences between traditional and non-traditional military construction equipment, and can plan project-specific equipment packages for military units. OGI also has extensive experience in forecasting time for the training and qualification requirements involved with non-standard engineering equipment, a time constraint that cannot be omitted. OGI has mastered cost estimation of civil-military construction projects. |

Design Review |
OGI will provide in-depth analysis, evaluation, and validation of border infrastructure project design. The founders of OGI will work with DHS, USCBP, ACOE, and other private industry contractors on projects in the Southwest Border area to provide insight and innovation to accomplish an effective border infrastructure. The knowledge gained from constructing, and maintaining various mobility and counter-mobility structures along the California-Mexico border have given OGI the leading edge in vulnerability analysis and design validation. |

Training |
|
OGI offers training in various aspects of border infrastructure construction and resourcing. OGI provides training for border infrastructure projects, to include barrier, road, drainage, Storm Water Pollution Prevention Plan (SWPPP), Best Management Practices (BMP) and heavy equipment operation/ maintenance. This service has been used to train personnel in effective methods of barrier construction, setting up prefabrication yards, employment and training of non-traditional heavy equipment for military units. Specialized training for specialized equipment is an effective method to increase productivity while mitigating the incidence of injuries, damage to equipment and property. |

Inspection: Quality Assurance and Quality Control (QA/QC) |
OGI has expertise in this area and its founders have provided this service to USCBP for many years. OGI Inspection Teams are trained in all aspects of border infrastructure construction and can provide necessary QA/QC of project sites before damages and costs become a factor when designs are not followed and construction is performed incorrectly. OGI has dedicated professionals that understand military engineering, military structure, and military jargon. We will apply this understanding to complete construction correctly and efficiently the first time. |

Global Information System (GIS) Mapping |
| OGI will support all project management and planning activities with a high-tech adaptation of ARCVIEW with Google Earth to create a 3 dimensional representation of the project that can be manipulated on any line-of-sight from a desired elevation. This hybrid GIS system enables planners to anticipate watershed, project footprint, and can overlay tactical graphics in an analysis of the total operational area. GIS allows simplification and oversight as planners integrate apprehension data, project data, topography, identification of impact on urban areas, and forecast of opposition courses of action in vulnerability analysis. |
